ACT4CAP27 presented & alignment discussed at BrightSpace Annual Meeting

On the second day of the BrightSpace Annual Meeting Davit Stepanyan (Thünen Institute) and Stefan Frank (IIASA) presented the ACT4CAP27 project, which involves 13 partners across Europe and is coordinated by WEcR. The project aims to enhance the analytical capacity of modelling tools to identify synergies and trade-offs in policy interventions, using fast track scenarios to identify gaps in modelling.

The four scenario themes of ACT4CAP27, that were also discussed at the 1st Stakeholder Meeting of ACT4CAP27 in October, were introduced, with an emphasis on collaboration with the BrightSpace project to ensure complementarity and avoid duplication. The main objective is model development through scenario analysis and identifying gaps, with fast track versions of the scenarios expected by 2026. The scenarios vary in output and measure orientation, with alignment on indicators with the BrightSpace project. Key discussion points included managing different approaches for each scenario theme, addressing the linkage of policy tools like sugar taxes to the supply chain, and considering social dimensions like income distribution.

The Brightspace, Lamasus, and ACT4CAP27 projects discussed how to align and complement their efforts in scenario development and analysis. Key actions include creating a shared baseline for all three projects, holding regular online meetings, and ensuring the scenarios are complementary. For Brightspace, the focus is on the impact of key SJOS indicators compared to the baseline, while ACT4CAP27 centers on CAP reform post-2027. A proposal was made to develop a white paper on the future of the agri-food system, drawing on strategic papers from the JRC and DG AGRI, with a timeline aligned with the new commissioner’s appointment. This white paper would provide a research-based view, guiding scenario selection across projects.

The BrightSpace Annual Meeting 2024 emphasized joint activities both with LAMASUS and ACT4CAP27, focusing on baseline construction, scenario development, and aligning model projections. Participants recognized the need for dedicated teams to develop fast-track scenarios for the three projects. Ukraine’s potential EU accession was highlighted as a critical issue to address.
